The updating of the voter list started on May 20 this year, but the residents are not very aware of the update. Although miking and distribution of leaflets were supposed to be done, no such campaign was seen in many areas of the country including the capital. For this, many people have the qualification to be a voter, but they do not know this at all.
On the other hand, there are complaints that the data collectors are not going door to door in many areas even though they are supposed to go door to door to collect the information of the voters. There are also allegations that those who wish to become new voters are forced to go to the center with the citizenship certificate from the local councilor’s office and look for voter registration form and updated staff. New voters and their guardians said that even though the voter list has been updated in various wards of the capital, many people do not know it, they have not seen any campaign like distribution of leaflets. Even in the local mosque, this information was not disseminated. Even though we went door-to-door to gather information twice, no one came to the house.
National Identity Card (NID) Division Director General AKM Humayun Kabir said that the EC has advertised in various media to collect up-to-date information from voters in every area. At the same time, leaflets are to be distributed along with miking from local public representatives and each upazila election office. Besides, voter update workers will go door to door to collect information. If one is left out then one can come to the local school or madrasa center and become a voter. The update program will end on January 25, 2023.
This time women voters should not be left out – the Election Commission (EC) has given instructions to look into the matter seriously. At the same time, special attention has been given in filling the information form for Rohingya-inhabited special areas, especially when filling the information form, verifying and including the relevant information and instructions for filling the special information form along with the information form-2 for the special area have also been given.
Besides, submission of the application for transfer of name from one area to another area by the voter with the relevant documents to the registration officer, taking utmost care while collecting the information in Form-12 to delete the name of the dead voter, being careful not to collect the information of the living voter as dead in any way. , the National Identity Card number of the data collector and identifier should be clearly written and the EC directed to be extremely careful that the data of Rohingyas and undesirable persons should not be collected in any way.
However, it has been found that most of the people do not know the information that the voter list is being updated. A resident of Mohammadia Housing Limited, Ward No. 33 of Dhaka North City Corporation, on condition of anonymity, said that he tried various ways to get his son’s name in the voter list, but when he failed, he got some information from the housekeeper. Accordingly, he collected the citizenship certificate from the ward councillor’s office. From some people present there, you can find out that the registration form is being given at Determine Model School located at Road No. 5. He went there and found a fourth class female employee distributing forms. He took the form from him and filled it and submitted it.
When asked, the female employee of the fourth class said that it takes a lot of money and time to go from house to house. So everyone is asked to come to school. In that school, 10 teachers are working on updating, among which he is one. However, forms are still being distributed in their schools and photographs and fingerprints will be taken on October 20. In many wards, it has been alleged that updating activities are going on in the office of a political party. Meanwhile, a teacher of Rampura High School said that they are working in two parts, Rampura North and South. There are 8 teachers under two supervisors involved in this work. He filled 300 forms. But he could not say whether miking or any other kind of publicity was done. Form filling started there on August 13. The shooting date is scheduled for October 20.
In response to the question of how the voter list will be updated successfully without publicity, Shayedunnabi Chowdhury, the EC joint secretary and the officer in charge of the voter update project, told Vorer Kagazy that this matter has been advertised on various TVs or newspapers. Again, miking is supposed to be done from the local election office. Maybe they did, but not everyone knew because they did it for less. Local councilors have also been informed about this. They are also helping to provide information. He also said that school teachers who collect information are being given 50 rupees to fill each form.
It should be noted that Chief Election Commissioner (CEC) Kazi Habibul Awal inaugurated this program in Savar upazila on May 20. First, this program started in 140 upazilas together, which lasted until July 9. Then this activity was taken up in other upazilas in three phases. At the same time, in the capital, at the beginning of last month, the update work was started ward wise. Like last time, the EC will take the data of 3 years together. In this case, the information of those born on or before January 1, 2007 is being taken.
The rate of increase in the number of voters this year has been estimated at 7.5 percent. That is, the organization has undertaken activities with the aim of including 84 lakh 96 thousand 526 people. Currently EC servers have information of 11 crore 32 lakh voters.
